phosphor-pid-control: option to enable/disable offline-failsafe
Commit [1] introduced a new optional property offline-failsafe. Developers can nuse the option to set fan pwm to fail safe value when phosphor-pid-control.service stop or the system reboots. This commit provides a PACKAGECONFIG option for users to enable the failsafe behaviour. Tested: - Confirmed that when this option is enabled, then if the phosphor-pid-control.service is stopped, the fan pwm is set to failsafe value.
