yosemite4: enable/disable I3C hub "connection" (0x51)
Summary:
# Description:
- Enable/disable the I3C hub "connection" (0x51),
following the config "slot port" (0x12).
# Motivation:
- Fix the the blades would not be powered on automatically,
when the blades is unplugged and is re-plugged after AC/DC cycle.
# Test Plan:
- Unplug blades and sled cycle. Then re-plug the blades.
- Check the blades powered on automatically.
