meta-facebook: yosemitev4: enable MCTP
Add DISTRO_FEATURES 'mctp' for yosemitev4. This adds the `mctp` tool and `mctpd`.
We should be able to setup and manage MCTP network.
Tested: `mctp` tool and `mctpd` work for mctp binding.
