meta-phosphor: obmc-phosphor-image: set read-only-rootfs for static-norootfs feature
The static-norootfs is intended to be similar to the obmc-ubi-fs and
phosphor-mmc image layouts, in that all mounts are to be handled as
overlays. Enable the `read-only-rootfs` DISTRO_FEATURE similarly.
