meta-facebook: yosemite4: Adjust fan sensor order
Due to the current issue where xyz.openbmc_project.fansensor.service
fails to initialize successfully during the BMC startup process because
of busy D-Bus causing GetSubtree to fail, the startup sequence of
xyz.openbmc_project.fansensor.service has been moved to after
multi-user.target and before phosphor-pid-control.
