meta-bletchley: power-ctrl: action handler for each host state
1. add action handler for each host state, avoid action execute in the
wrong host state.
2. add checking for Host in sleep mode
3. add last action record at /tmp/sledX-last-action for identify DFU
and Recovery mode.

if (last_action == dfu) && (host_st == Off)
host_st = DFU
if (last_action == recovery) && (host_st == On)
host_st = Recovery
```
