meta-google: fix timesync timeout
The systemd config path is wrong.
Tested:
```
$ cat /lib/systemd/system/systemd-time-wait-sync.service.d/10-gbmc.conf
[Service]
TimeoutStartSec=1min
$ systemctl status systemd-time-wait-sync.service
