meta-facebook: minerva: modify fan status monitor
Due to the presence mechanism changing from
phosphor-multi-gpio-presence to gpiopresence, update the object path
used for FCB presence checks in the fan status monitor.
Also, add a service active check inside the polling loop to handle
cases where the service is not alive, and to avoid recording
meaningless logs.
