meta-facebook: catalina: apply iob-nic-temp-read to catalina only
The iob-nic-temp-read service manually sets the I2C mux and polls
backend NIC sensor readings using pldmtool.
Since the Clemente platform does not rely on pldmtool for backend NIC
sensors polling, applying this service there could cause I2C bus issues
due to unexpected mux channel switching. Change the iob-nic-temp-read
service to only run on the Catalina platform.
