meta-facebook: clemente: Update fan PID config based on new thermal fan table
This patch updates the Clemente fan control PID configuration (`config.json`)
to align with the latest fan table provided by the thermal team.
Changes include:
- Added new temperature sensors:
- HDDBOARD0_SSD1_TEMP_C
- HDDBOARD1_SSD1_TEMP_C
- PDB_VR_P12V_N1_TEMP_C, PDB_VR_P12V_N2_TEMP_C
- PDB_HSC1_LM5066I_TEMP_C, PDB_HSC2_LM5066I_TEMP_C
- PDB_INLET_TEMP_C
- Replaced the legacy `PDB_MAX_VR_TEMP_C` input with more granular PDB readings.
- Updated stepwise and PID controllers' `reading` and `output` thresholds to match the new fan response curve.
- Adjusted SSD and PDB zones' fan response to optimize thermal performance and reduce fan noise.
