meta-facebook: clemente: bind OSFP FRU after standby power is enabled
On the Clemente platform, the OSFP FRU EEPROM becomes accessible only
after standby power is enabled.
This change adds the missing OSFP FRU device binding step to ensure it
is properly bound once standby power is available.
