meta-facebook: catalina: Ensure PEC is enabled for all HSC devices
Ensure Packet Error Checking (PEC) is enabled for all Hot Swap
Controller (HSC) devices to enforce SMBus transaction integrity at the
driver level.
Enabling PEC helps detect and prevent SMBus errors such as timeouts or
corrupted data, which can lead to incorrect sensor readings.
