meta-ibm: Add rainier system
Rainier is a POWER system with an ast2600.
Build instructions:
TEMPLATECONF=meta-ibm/meta-witherspoon/conf . oe-init-build env
MACHINE=rainier DISTRO=openbmc-openpower bitbake obmc-phosphor-image
