meta-facebook: yosemite4: Avoid redundant host power-control
1. Skip checking host power status if chassis is power-off.
2. Confirm whether power control is being executed to avoid
repeated execution.
Tested:
1. Skip checking host power status if chassis is power-off: Pass
2. Host power-control will not be executed repeatedly when interrupt
is triggered during power-control: Pass
3. Host power-control will be executed when the host power status
changes during non-power-control execution: Pass
