Qualcomm platforms make use of a USB NIC gadget to make Redfish

Qualcomm platforms comply with the ARM server base manageability
requirements (SBMR) specification. As such enable IPMI SSIF as required
by SBMR.

Rename the qcom-dc-scm-v1 target to qcom-bmc-ast2600 to better reflect
the intended goal of the target, which is to support all Qualcomm
AST2600 based platforms.
Reset most metadata in meta-qualcomm, as it is not representative of any
current Qualcomm platforms.

Enable USB virtual HUB, HID and Mass Storage gadget configs.
Disable USB host feature configs.
Enable Micrel PHY support.
Tested: Above Kernel features were enabled as expected.
