logging: Create use-bmc-pos-in-id packageconfig
This package config enables the code to encode the BMC position in the
event log's ID. It is enabled automatically when the 'redundant-bmc'
machine feature is set so that each BMC in a redundant BMC system
generates unique IDs.
The code support for this meson option is at
