meta-facebook: sanmiguel: support dynamic NIC sensor discovery
Enable dynamic discovery of NIC sensor IDs using PLDM platform PDRs:
- Introduce `build_sensor_list` to fetch PDRs via `pldmtool` and parse
sensor IDs (50-59 for PWR, 300-399 for Temp, 500-699 for OSFP Temp).
- Update the main loop to dynamically fetch and build the sensor list
per NIC, replacing the static list lookup.
- Reset the sensor list built status upon host state transition to OFF.
