meta-phosphor: yaml-tiny: adjust license flag
The latest OpenEmbedded gives the following warning:
```
WARNING: .../openbmc/meta-phosphor/recipes-devtools/perl/yaml-tiny_1.73.bb: yaml-tiny: LICENSE is using an old syntax and should be upgraded to: "Artistic-1.0 OR GPL-1.0-or-later"
```
Adjust the '|' to an 'OR'.
