meta-facebook: yosemite5: fix ACPI cycle recover mechanism
If the current ACPI cycle detects that the system has not
actually shut down within a certain period of time,
it will trigger a recovery to resynchronize the BMC power state.
The current mechanism has an issue
where the systemd service remains active and cannot DC on;
this is resolved by resetting the relevant services
to synchronize their states.
