meta-ibm: huygens: Expand fan control JSON templates
Add do_install:append:huygens to run the phosphor-fan expand.py tool
at build time. This expands the templated events.json and groups.json
files across all 8 Huygens chassis and installs the resulting multi-chassis
configurations into /usr/share/phosphor-fan-presence/control/.
Tested:
* Verified do_install:append runs expand.py during build and places
expanded events.json and groups.json into the target destination.
