Revert "meta-facebook: santabarbara: Wait for cable inventory before cable-monitor start"
This reverts commit 5712c8b9a502bd6a64d85ac0e9fe7958916b0477.
Reason for revert: The current EntityManager needs more time to
populate cable inventory objects, so the fixed timeout in this
workaround is no longer sufficient and cablemonitor still starts
before inventory is ready.
