smbios-mdr: Add PACKAGECONFIG pcie-device-dbus
pcie-device-dbus enables the exposement of SMBIOS Type 9 records as
PCIeDevice D-Bus objects.
Add a new PACKAGECONFIG for this option, to pass it throughcorrectly,
from the Bitbake recipe to the Meson option when compiling.
