meta-facebook: anacapa: Add HPM power fault event logging
Add a script to decode CPLD power fault status via I2C and
generate PowerRailFault events using log-create.
Faults are decoded from CPLD registers and mapped to
fault-specific power rail paths. Unknown faults fall back
to the HPM_PWR_FAIL rail.
Triggered by HPM_PWR_FAIL GPIO assertion.
Tested:
- Verified log entries under /xyz/openbmc_project/logging/entry/*
- Verified Redfish EventLog reflects the generated faults
