meta-facebook: network-wait-ipv6-ll: fix service install
Latest systemd complains about enabling a template service with
a target, such as multi-user.target, without a template argument.
The base systemd.bbclass now has support for installing and enabling
template services. Leverage this to simplify and correct the service
enable.
