meta-ibm: systemd: Add disk cache config
Added disk cache configuration parameters for linux kernel to avoid out
of memory situations on the system where system memory is less. It keeps
the buffer/page cache under control. The out of memory issue is seen on
some bmc systems where system memory is not enough during system
upgrade. Some utilities can add pressure on page cache during image
uncompression.
