meta-google: rsyslog: Increase log rate limit
We have systems with multiple nics and heavy logging that 20k line boot
log limit is not enough. A rough checking shows that we have at least
30k line during boot before the timesync, so 2 times the amount to make
sure that we have all the logs.
Syslog team main concern is the storage which is fine for us since we
use our own storage quota.
