meta-facebook: yosemite4: Early exit rescan-cxl-eid for ASIC-less boards.
Description:
Add logic to determine whether to rescan EIDs based on whether the FRU information contains "Wailua Falls without ASIC".
Motivation:
To support the additional Wailua Falls without ASIC boards, boards without ASIC do not require CXL EIDs.
