meta-facebook: anacapa: add SSD PG event logger
Add SSD PG event monitoring for SSD slots.
Tested:
- Verified PG assert creates a fault log when power is on and SSD is present
- Verified PG deassert resolves the fault log
- Verified no log is created when power is off or SSD is not present
