meta-facebook: anacapa: Rescan FRUs on presence change
Trigger a FruDevice ReScanBus for removable FRU presence GPIO
changes so stale FRU inventory can be cleaned up after hot-unplug.
Tested:
- Verified the GPIO transition triggers rescan-fru-device@.service.
- Verified the FruDevice object is removed after hot-unplug and
restored after hot-plug.
