meta-facebook: ventura2: init valve DAC setpoints to 10V at boot
Prevent the valve from closing after an AC cycle by initializing the
DAC outputs during startup.
Add a udev rule and a systemd template to run valve-dac-init per DAC
device and set OP_SETPOINT1~3 to 10V. Supports EVT (i2c6) and PVT
(i2c3).
