meta-facebook: ventura2: fix host power cycle

When host power off or host power cycle is requested, the default
phosphor-state-manager target dependency can also pull in chassis power
off.

Ventura2 does not support chassis power off, so this dependency can block
host power off and host power cycle from completing properly. Remove the
chassis power-off dependency from the host shutdown path.

Tested on Ventura2 platform:
