meta-facebook: anacapa: Bind APML I3C bus when power on
Description:
The CPU issues unexpected I3C payloads during power on,
which can cause a BMC kernel panic.
Bind I3C driver when host power is on, unbind it when
power off, as a temporary solution.
Tested:
Check the APML sensors are working.
