meta-facebook: sanmiguel: switch to common leak handler framework
The reusable common framework for leak handling has already been
implemented under meta-facebook. Update sanmiguel to use the common
leak handler framework instead of maintaining a platform-specific
implementation. This keeps the leak handling behavior aligned with
the common layer implementation and reduces duplicated services.
