pam-ipmi: add /etc/pam.d/ipmi PAM service config
phosphor-host-ipmid uses 'ipmi' as the PAM service name in
pam_start() for IPMI user authentication. Without a corresponding
/etc/pam.d/ipmi config, PAM falls through to /etc/pam.d/other
which logs pam_warn and denies access.
Add /etc/pam.d/ipmi consistent with the existing dropbear and
webserver PAM configs.
