meta-ibm: vpd-manager.service: Add rbmc override
In multi-bmc environment, VPD manager decides the position of the BMC
and obmc-console services are depend on the BMC position so make sure
that vpd manager service is started before obmc-console service.
Use override file to patch the service.
Tested: Tested on the multi-bmc environment and made sure that
vpd-manager service is started before obmc-console service.
