meta-facebook: anacapa: Add PowerRail fault event logging
Log PowerRailFault and PowerRailFaultRecovered events
for platform power-domain GPIO signals.
Tested:
- Verified entries under /xyz/openbmc_project/logging/entry/*
- Verified /redfish/v1/Managers/bmc/LogServices/EventLog/Entries/* reflects the events
- Verified recovery resolves previous entries
