meta-facebook: ventura2: Add fan status monitor and LED groups for FCB fans
This change introduces fan status monitoring and per-fan LED control
for Ventura2 FCB fan modules. The monitor checks both inlet and outlet
tach critical alarms to determine fan status to ensure proper FAN LED control.
