meta-facebook: ventura2a7: initial commit
Add support for the new AST2700-based Ventura2A7 platform while
maintaining compatibility with the existing AST2600-based Ventura2.
Due to missing AST2700 Linux/U-Boot support in upstream, this config
uses `linux-dummy` and bypasses image generation to serve as a
placeholder.
