meta-facebook: ventura2: enable chassis power cycle
We utilize the "Chassis" interface
(chassis0) in phosphor-state-manager to control the RMC sled power cycle.
Remove the ${PN}-chassis-poweron-log dependency and the following
services to prevent the RMC from hanging during startup:
- phosphor-reset-chassis-on@.service
- phosphor-reset-chassis-running@.service
- obmc-power-start@.service
- obmc-power-stop@.service
