meta-facebook: meta-ventura2: check host presence in power-cmd

In Ventura2, different SKU configurations determine whether the COMe
module is physically present. Currently, power-cmd executes GPIO
toggles and enters wait-loops regardless of host presence. For SKUs
without a COMe board, this leads to unnecessary 10-second timeouts
and potential illegal GPIO accesses during power transitions.

This commit introduces a host presence check using the mapper tool
to verify the PRSNT_COMe inventory object. This allows the script
to adapt dynamically to different hardware SKUs.
