phosphor-state-manager: Add multi-chassis-smp PACKAGECONFIG
Add a new PACKAGECONFIG option for the multi-chassis-smp feature
introduced in phosphor-state-manager commit 60ecc1931abb. This feature
enables chassis instance 0 to act as an aggregator that monitors and
controls chassis instances 1 through N in symmetric multi-processor
configurations.
The option is disabled by default. It dynamically calculates the
num-chassis-smp parameter from OBMC_CHASSIS_INSTANCES to ensure it
adapts to each platform's chassis configuration.
