meta-facebook: catalina/sanmiguel: move HMC USB network configuration file path
Move the HMC `usb0` network configuration file to
`/etc/systemd/network/`.
Due to recent changes in phosphor-networkd [1], a default configuration
(DHCP=true) is automatically generated for all Ethernet interfaces if
there is no configuration exist in `/etc/systemd/network/`.
Move the built-in static configuration file to `/etc/systemd/network/`
so that phosphor-networkd will not generate a default configuration
that could cause incorrect network settings to be applied.
Tested on Catalina and SanMiguel: the HMC USB Ethernet interface is
configured with the correct static IP address on both platforms.
