meta-ibm: Add phosphor-watchdog to all ibm-enterprise servers
This was being brought in via the phosphor-ipmi package which is not
correct (removing IPMI should not remove the host watchdog). The PLDM
interface also provides a mechanism for the host to interact with the
watchdog.
All IBM Enterprise servers should have the watchdog package installed.
