meta-google: disable nftables systemd PACKAGECONFIG
The latest meta-openembedded version of nftables includes a
systemd PACKAGECONFIG which installs a service file. This collides
with the meta-google specific package. Disable the PACKAGECONFIG
until there is time to port the meta-google specific behavior to
the new upstream mechanisms.
