meta-facebook: sanmiguel: phosphor-gpio-monitor: add thermal and GPIO event logging
Added event loggers and systemd services to monitor and log critical
thermal and GPIO state changes for the Sanmiguel platform.
This enables OpenBMC to track assert and deassert events for:
- HPM0 and HPM1 Thermtrip (THERM_OVERT)
- HPM0 and HPM1 Prochot (THERM_WARN)
- HPM0 and HPM1 Chipthrot
