meta-facebook: santabarbara: fix sync after poweroff interrupt
When host-graceful-poweroff is interrupted by SIGTERM, power-host-
control was not restored to 1 and the failed state blocked assert-
power-good-drop from syncing power-state to off.
Add trap to restore power-host-control to 1 on interrupt, and fix
assert-power-good-drop to not skip sync on failed state.
Tested on Santabarbara:

03:53:35 host0-ready=1 service=failed runtime=on <- stuck, no sync
...
03:55:44 host0-ready=0 service=failed runtime=on
03:55:48 host0-ready=0 service=activating runtime=transition-off
03:55:50 host0-ready=0 service=active runtime=off <- synced correctly
```
