Remove pam_authenticate PACKAGECONFIG for phosphor-ipmi-net
The pam_authenticate meson option was removed from
phosphor-net-ipmid since the PAM-based lockout check
(ipmiUserPamAuthenticate) has been replaced with a D-Bus query
(ipmiUserCheckLockedForFailedAttempt) that reads
UserLockedForFailedAttempt from xyz.openbmc_project.User.Attributes.
Drop the now-nonexistent pam_authenticate PACKAGECONFIG and meson
flag from the recipe. Lockout checking runs unconditionally and no
longer needs a build-time toggle.
