meta-google: gbmc: disable nftables-ptest
nftables has a PACKAGECONFIG for python, which is disabled in gbmc,
but the nftables-ptest package still depends on it. Bitbake will
fail at the parsing level because it will suggest that nftables is
unbuildable.
Explicitly disable ptest for nftables, so it can be built.
