meta-phosphor: fix phosphor-rootfs-postcommands
An upstream openembedded-core commit[1] changed the order of ROOTFS_POSTPROCESS_COMMAND such that the upstream extrausers.bbclass content runs _first_. Some layers, such as meta-ibm, leverage extrausers to add users to groups. An example is adding 'admin' to the 'redfish' group. The previous sed invocation assumed that these groups would be empty, which was the case when phosphor-rootfs-postcommands ran before extrausers, but is no longer the case.
