phosphor-state-manager: properly install new smp wait service
Unfortunately when moving between my downstream (where I can fully test
this function) and upstream, a change was missed in regards to updating
the FILES parameter. This results in the executable actually not getting
installed in the flash image.
Tested:
- Confirmed binary now present and service works as expected in huygens
